US Aid to Come with Strings Attached
ISLAMABAD: Stringent conditions are expected to be attached with the new $2 billion US military aid that Pakistan may start receiving from 2012.
Background interviews with American diplomats and Foreign Office officials reveal that the aid will be linked with progress against militant groups which the Obama administration believes the Pakistan military has yet to confront head on.
The Americans suspect that the Pakistan military has a “hands off” approach towards certain militant groups, namely the Haqqani network and Lashkar-e-Taiba (LeT), a jihadi outfit believed to be active in Indian Kashmir.
A recent White House report submitted to the US Congress claims that the Pakistan military continued to avoid engagements that would put it in direct conflict with the Afghan Taliban or al Qaeda inspired Haqqani network in North Waziristan.
Official sources disclosed to The Express Tribune that the Indian lobby is also active in Washington to ensure that the US aid is linked with Pakistan dismantling LeT, which New Delhi believes was behind the Mumbai attacks.
However, it is widely believed that Pakistan’s reluctance to go after groups such as the Haqqani network stems from the fact that the military does not see it a direct threat to its interests.
The military establishment is also concerned over the growing Indian influence in Afghanistan therefore it is keeping its options open by not directly challenging the Afghan Taliban.
Another factor that disturbs Pakistan is its reported exclusion from the Afghan reconciliation process. “Pakistan wants the US to address these concerns before it goes all out against such militant groups,” said a Foreign Office official.
On Friday, Prime Minister Yousaf Raza Gilani also warned that anyAfghan reconciliation plan, which excludes Pakistan, might not succeed – fuelling speculation that Islamabad is being kept at bay from the process.
“There must be discussions on all these issues during the strategic dialogue in Washington,” an American diplomat told The Express Tribune on condition of anonymity.
He said the details of the aid package will be worked out in due course of time. “But I am sure that the assistance will be linked with certain conditions,” he added.
The conditions will certainly include Pakistan’s firm assurance that the military assistance would not be diverted to the country’s nuclear program.
“This is one of the serious issues for the US Congress,” he added.
The Express Tribune has also learnt that the Pakistan military asked for immediate assistance to boost its capability to launch an offensive in North Waziristan.
However, the Obama Administration told Pakistan that the US will provide assistance only after the military shows “substantive” progress against certain militant groups.
“The next two years are very crucial and the US will see what progress Pakistan has made to dismantle and destroy the ability of terrorists to target America and its allies,” remarked another US diplomat.
“If Pakistan lives up to its commitment, the US Congress will certainly have no hesitation to approve the aid,” he added.

My dear friend I dont understand why you and other fellow citizens of my country are ignorent. Pakistan has done mistake and that why its facing problem. It has always supported Militants and anti social elements against India or any other country like America or afganistan. Its because our rulers have never had any vision about the future of this country. Our Ancestor made this country basis hate and enemity. Its been now long years we gained independence and still now we are living on alms from America. And now we are biting the same people who fed us. From the time of Our Independence if we have thought about the development of our country we would have not faced the situation which we are facing now. Look at India. How they are growing and now they are having status in the world. Every country wants to have friendship with them. And think about our image. We are termed as Militant Exporting country. Its all because instead of thinking about the development of Pakistan we started to grab the land (Kashmir) with a big nation. Is it possible. No. The fact is ” apne pair me hum he ne Khuladi mari “. Instead of thinking about the betterment and upliftment of People we thought of competing with arms and weapons of India. We all know that India is never going to attack first in any case and in any time also from past and also in future. Its cause India never considered Pakistan as a equal enemy. Instead they slowely and quitely developed their economy and now are the known as world super power. I want you to know the fact that its our leaders have misguided us and formed this country basis religion and sterio type mentality.
Come on Pakistan, you don’t need this kind of nonsense from the Americans…There’s still time – dismantle your terror camps and talk to India at political, social and cultural levels…We can solve the Kashmir dispute if there’s a show of goodwill and honesty from both sides…After all, we are much closer to each other than these firangis…Their strategic interest is to keep us fighting forever and never let us prosper…
Imagine what great heights a united India could have achieved and challenged the mights of the Western economies…We acknowledge the sovereign status of Pakistan and are even willing to accept LOC as international border if that’d be acceptable to you and the Kashmiris…Azaadi for Kashmir is not a viable solution, as you also know…

I respect you brother, for your positive response. I even admire Khan bhai’s patriotism. However, I think we the educated people in both India and Pakistan have to realize that it is ultimately we who will decide our destiny; not the politicians, not the foreigners, not our religious leaders, and certainly not our legendary heroes. We owe it to ourselves and our future generations.
I totally agree with the Pakistani posters here that India has many issues to deal with domestically and with its neighbors. However, we also have to stop living in the past and look towards the future. Yes, we may have huge differences in terms of language and religion with each other, but we do have a shared culture and history; and not just that we also have a shared identity as fellow human beings.
I can assure you that most Hindus in India are neither anti-Pakistan nor anti-Muslims. Yes, we have a few misguided fundamentalist Hindus, just like there are in every religion anywhere in the world. We have to collectively ensure that we don’t encourage them, in fact we should identify the root cause of why such ideologies are bred and address those issues before they become too big.

pakistan for last ten years has been targeted by its enemies. Looking at the period since 9/11 and onwards, it seems the real victim is pakistan and not usa. those who done the job knew the importance and planned accordingly. pakistan fell victim of terrorism that usa doesn’t want to acknowledge its weakness that its soil was attacked instead it keeps on blaming and figure pointing towards the wrong directions. it is almost as if usa knows who’s done it but feels unable to wage a war on those criminals, instead usa got his muslim buddies and requested to take the blame on to them and let usa to save its name. muslims did exactly this and al-quida’s name emerged on the surface of 9/11 attack.
how so convenient was for both (usa and mulled islamic countries) to provide a false line of story to the world for usa’s face saving sake and then under fabricated lies saudis got rid of sadaam and his bath party and the same time established kuwait as secured and well looked after country out of iraqi lands.
while all this was happening pakistan was ready and ripped for coup for enemy real agendas kicked started for which they did 9/11 for. general musharif was enemy in disguise, infect he is the enemy of pakistan and muslims. he was to take over and give a quick run over on all in governments or around the governments, this was necessary for plan to work.
musahrif was indian agent. his mission was to set about india on pakistan’s throat. his mission was to seek as much as possible where the nucks were and what was timeline should pakistan be attacked. he didn’t find much except few or two components, which he has handed them over to usa. musarif was to allow india to attack from afghanistan as well as from east boarder. musarif forces were to put a struggle so it would appear this way and will then finally give up to indian forces. the situation would have been that india would march in through afghanistan with nato forces behind while india takeing over on baluchistan and musarif would carry on managing the remains of pakistan, due army presences.
it was well planed, it was a three sided mirror war game plan on pakistan and was wedged by india and nato alliances. usa came to the picture much later. usa was also was fooled just like the nation of pakistan was fooled by their own army general, amazing isn’t it?
usa and pak army learnt the game plan much later, almost when the three sided mirror war was almost half way through and in any given time india was about to just walk in through afghan soil and was to take over on all gowadar on route to cutting off baluchistan complete from pakistan’s mainland to declare it as the independent state of baluchistan.
Its true we do know little about the war game plans and how they are assembled, turnovered and launched on others, but amazing thing is usa and pak army too knew so little, and by the time both got to know the real situation musarif was on his way to declare Kashmir no more a headache of Pakistan, therefore india might as well rename it and the un resolutions be written off to keep the books straight. however their plans were butchered down by pak army and usa and the ttp was exposed the first ever time who were well dug in all over in the tribal areas of pakistani borderlines waiting to help india’s marching in army troops into pakistani areas.
since pak army and usa did found out about the hyenas plan of india, musarif and and of nato forces all both could do was to bring in the levels to neutralise the efforts of pakistan’s enemies.

So much of our army image that it is tough against the americans when it comes to the interest of pakistan and ordinary pakistanis like us thought yes what if the political leadership is corrupt we have loyal and brave army that looks after our country’s interest as they shown it at the time of kerry lugar debate but what eventually happened with KL bill it was accepted by all including army as it is without any change. Then came the event of NATO incursions into pakistan and once again we were fooled by our corrupt politcal leadership and so called our loyal army stopped NATO supplies for a week or so but still the supplies continued from Chaman border and then the supplies were opned without any conditions. Well done brave army and Gen Kiyani and corrupt zardar, gilani and sm qureshi. Well done to once again bowing to yanks pressure for 2 billion dollars useless weapons that might never be approved by the american congress and senate anyway and doing what the americans want you to do.
