Intelligence Agency is an effective instrument of a national power. Aggressive intelligence is its primary weapon to destabilize the target. Indeed, no one knows what the intelligence agencies actually do so figuring out who the best intelligence service is can be difficult. The very nature of intelligence often means that the successes will not be public knowledge for years, whereas failures or controversial operations will be taken to the press. It’s a thankless situation. Still, from what little has emerged, one can have an idea of some of the better intelligence services out there, with the understanding that this is based on incomplete data.

Research and Analysis Wing is India’s external intelligence agency. Its primary function is collection of external intelligence, counter-terrorism and covert operations. Until the creation of R&AW, the Intelligence Bureau handled both internal and external intelligence.

The General Directorate for External Security (DGSE) of France has a rather short history compared to other intelligence agencies in the region. Its primary focus is to gather intelligence from foreign sources to assist in military and strategic decisions for the country. The agency employs more than five thousand people.
7. FSB – Russia

The Federal Security Service of Russian Federation (FSD) is the main domestic security agency of the Russian Federation and the main successor agency of the Soviet-era Cheka, NKVD and KGB. Its headquarters are on Lubyanka Square, downtown Moscow, the same location as the former headquarters of the KGB. All law enforcement and intelligence agencies in Russia work under the guidance of FSB, if needed. For example, the GRU, spetsnaz and Internal Troops detachments of Russian Ministry of Internal Affairs work together with the FSB in Chechnya. The FSB is responsible for internal security of the Russian state, counterespionage, and the fight against organized crime, terrorism, and drug smuggling. The number of FSB personnel and its budget remain state secrets, although the budget was reported to jump nearly 40% in 2006.

The Bundesnachrichtendienst is the foreign intelligence agency of the German government, under the control of the Chancellor’s Office. The BND acts as an early warning system to alert the German government to threats to German interests from abroad. It depends heavily on wiretapping and electronic surveillance of international communications. It collects and evaluates information on a variety of areas such as international terrorism, WMD proliferation and illegal transfer of technology, organized crime, weapons and drug trafficking, money laundering, illegal migration and information warfare. As Germany’s only overseas intelligence service, the BND gathers both military and civil intelligence.

Ministry of State Security is the security agency of the People’s Republic of China. It is also probably the Chinese government’s largest and most active foreign intelligence agency, though it is also involved in domestic security matters. Article 4 of the Criminal Procedure Law gives the MSS the same authority to arrest or detain people as regular police for crimes involving state security with identical supervision by the procuratorates and the courts. It is headquartered near the Ministry of Public Security of the People’s Republic of China in Beijing. According to Liu Fuzhi, Secretary-General of the Commission for Politics and Law under the Central Committee of the Communist Party of China and Minister of Public Security, the mission of the MSS is to ensure “the security of the state through effective measures against enemy agents, spies, and counter-revolutionary activities designed to sabotage or overthrow China’s socialist system.” One of the primary missions of the MSS is undoubtedly to gather foreign intelligence from targets in various countries overseas. Many MSS agents are said to have operated in the Greater China region (Hong Kong, Macau, and Taiwan) and to have integrated themselves into the world’s numerous overseas Chinese communities. At one point, nearly 120 agents who had been operating under non-official cover in the U.S., Canada, Western and Northern Europe, and Japan as businessmen, bankers, scholars, and journalists were recalled to China, a fact that demonstrates the broad geographical scope of MSS agent coverage.

The CIA’s primary function is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers. The agency conducts covert operations and paramilitary actions, and exerts foreign political influence through its Special Activities Division. It has failed to control terrorism activities including 9/11, Not even a single top level Al-Queda leader captured own its own in the past 9 years – ‘they missed 1 Million’ Soviet troops marching into Afghanistan’. The British have had a long public perception of an effective intelligence agency (due to the success of the unrealistic, yet entertaining, James Bond movies). This perception matches reality. MI6, the British equivalent to the CIA, has had two big advantages in staying effective: The British Official Secrets Act and D notices can often prevent leaks (which have been the bane of the CIA’s existence). Some stories have emerged. In the Cold War, MI6 recruited Oleg Penkovsky, who played a key part in the favorable resolution of the Cuban Missile Crisis, and Oleg Gordievski, who operated for a decade before MI6 extracted him via Finland. The British were even aware of Norwood’s activities, but made the decision not to tip their hand. MI6 also is rumored to have sabotaged the Tu-144 supersonic airliner program by altering documents and making sure they fell into the hands of the KGB.

The Mossad is responsible for intelligence collection and covert operations including paramilitary activities. It is one of the main entities in the Israeli Intelligence Community, along with Aman (military intelligence) and Shin Bet (internal security), but its director reports directly to the Prime Minister. The list of its successes is long. Israel’s intelligence agency is most famous for having taken out a number of PLO operatives in retaliation for the attack that killed eleven Israeli athletes at the 1972 Olympic games in Munich. However, this agency has other success to its name, including the acquisition of a MiG-21 prior to the Six-Day war of 1967 and the theft of the plans for the Mirage 5 after the deal with France went sour. Mossad also assisted the United States in supporting Solidarity in Poland during the 1980s.

The Inter-Services Intelligence was created as an independent unit in 1948 in order to strengthen the performance of Pakistan’s Military Intelligence during the Indo-Pakistani War of 1947. Its success in achieving its goal without leading to a full scale invasion of Pakistan by the Soviets is a feat unmatched by any other through out the intelligence world. KGB, The best of its time, failed to counter ISI and protect Soviet interests in Central Asia. This GOLD MEDAL makes it rank higher than Mossad. It has had 0 double agents or Defectors through out its history, considering that in light of the whole war campaign it carried out from money earned by selling drugs bought from the very people it was bleeding, The Soviets. It has protected its Nuclear Weapons since formed and it has foiled Indian attempts to attain ultimate supremacy in the South-Asian theatres through internal destabilization of India. ISI had NO hand in the abduction of Dr.Afia – It was the FIA (along with some input from the MI) that had Dr. Afia handed over. This is one of the many reasons why ISI fell out with Musharraf and had him removed from power.
Our heroes don’t get the credit they deserve but we Pakistani Patriots know what they are and what they have achieved. Allah knows how many plots they have foiled in the recent past and protected Pakistan fromk danger. Would you believe, at the moment the ISI alone is fighting a proxy war with six other foreign intelligence agencies? This has irked the USA, UK and India, who’ve all become so edgy and angry, consequently attepting to shift blame on Pakistan’s ISI for all the woes and failures in and beyond Afghanistan.
Lets assume, for arguments sake, that Pakistan’s ISI is responsible for all ‘troubles’ in Afghanistan and beyond. If this be the case, then surely doesn’t this suggest and prove to everyone, how it singlehandedly outmanoeuvres all other clique of dastardly agencies in the the form of CIA, MI-6, RAW, KHAD and Mossad, who spend $billions if not $trillions in and around Afghanistan and beyond but without any success? With so many failures in their ‘portfolios,’ they’ve decided to ‘up the game’ by crying wolf and scapegoating the Paak ISI.

I am a Pakistani I support my nation but my question is this If ISI is realy that good then why are we still seeing terrorism in Pakistan.why these corrupt leaders are ruling us why cant ISI get rid of Asif zardari.And if interior ministry doesnt follow up the information provided by ISI e.g the attack on sirilankan team then why does`nt ISI get rid of such traitors?
What I believe is that most of the secret intelligence agencies are a combination of people with no heart and souls they operate like robots

For those singing ho hum about the ISI, might one care to think of the colossal failures of ‘intelligence’?
a) Lal Masjid saga, what sort of intelligent analysis was done by the ISI to warrant the actions that were then taken, the role of informants, their training, education and analysis of this dubious input by the chain of command?
b) Failures of intelligence in Swat, and FATA, what is now happening in these areas is surely reason to question the work of our intelligence apparatus?
c) East Pakistan – what intelligence input was provided by the Army/ISI and the consequent decisions made by the political incumbents?
Perhaps these and many more questions need to be looked in to to improve the working of our intelligence agencies which are light years behind their western counterparts.
There is reason to praise the work of the ISI, but unsubstantiated praise based on very complex issues the intricacies of which this author knows not, is surely not one of them.

Indeed this was ISI who caught thousand’s of Pakistani Citizen’s including our sister Dr. Aafia Siddiqui and handed over to the US and not to mention list of hundred’s of missing people? Indeed it was ISI again as white American “Gora’s” did not do this job? Also, if ISI’s intelligence was that effective, then why are we hitting up with these blast’s every day? what are they doing to prevent it? Not a single suspect was ever convicted in the court because ISI was failed to provide the proper data on that link.

when we had no oil we were ruleing this world and when our oil will run out we still be the true rulers of this world. 
After digging to a depth of 10 ft last year ,American scientists found traces of copper wire dating back 100 years and concluded that their ancestors already had a telephone network over 100 years ago. Not to be overdone by the Americans the British dug a depth of 20 ft finding traces of 200 year old copper wire concluding that their ancestors had a high tech network way before the Americans. One week later, after digging as deep as 40 ft in his pasture near Rajkot in Gujrat India , They absolutely found nothing, concluding that 300 years ago India had already gone wireless!

I don’t understand how come ISI is the top, it is a joke lol hahahha. We Pakistanis are living in dark, may be we are ignorant or not realistic lolx. ISI has nothing else to do except clear the routes of the ministers and other top political figures. In regards to other countries’ agencies they are absolutely perfect. Being honest and realistic, they should not be considered as a intelligence agency lol, I can easily recognise most of their cars just being a normal citizen, even many of you can recognise, can’t you. So better be realistic, Pakistan has failed to prove as a successful state and is getting paralysed and still government is doing nothing, Zardari had put lots of bribe burden on the business community. How is it possible for Mr. 10% to be the president of Pakistan, it’s because of we Pakistanis and we are to be blamed. We being honest remain more happy being in martial law, it should be made permanent.
The country that can’t protect its citizens from having trial abroad, the ordinary citizen who doesn’t get to eat and is exploited to job, free vulgarity made by the government, politicians are worst level corrupt, almost every single of them, has no dignity/self respect, can’t stand on one decision. I bet our government will still lean down and bow down in front of UK government after a week or so, just President’s pocket needs to be filled in. I personally know uncle Ahmad Shuja Pasha, he is of a bold personality and very strong but still order is order, he will have to obey it as per the orders from Chief or President. Seriously he should take a stand and General Ashfaq must support his decision immediately, on some grounds Generals impose martial law and topple the government, why don’t they threat the government being very frank and let this War on Terror be with it’s originators, why should we loose our respected soldiers, ordinary innocent people and on daily basis just for the pockets of our dummy politicians and still don’t get any respect in the international community.
On some aspects we are ready to die, we will ban their country’s prducts and bla bla, aren’t we? Example blasphemous caricatures of Prophet Muhammad (PBUH) etc.
In US and UK, they have installed X-ray machines, they will see travellers nude, what the hell is that? Better be shameful Pakistanis and other muslim nations, they don’t protest and boycott the relationships with these countries, so isn’t that shameful.
Respect PAKISTAN as a MOTHERLAND but not proud to call myself a citizen of PAKISTAN just because of government and people. People don’t be offended, just consider if you are given the authority of the president, you will also fill your pockets, banks etc. You are given free hand, you will screw up everything, you are a small businessman, you will exploit labour and exploit consumers and earn much much higher profit out of their very less as a reward for their painful nights that they have after working for 10-12 hours and almost non-stop, 20 mins for lunch that’s it. Right?
Better give ourselves to China to run us under our own flag, put politicians in or simply request India to run us because it’s no more to be called Islamic Republic of Pakistan but Secular Republic of Pakistan and don’t forget when it’s main creation aim is not fulfilled, then it’s right to be independence is gone. I am very happy for Pakistan in joining China/India under their state.
