General Kayani: The Party Pooper

The stage had been set for another round of the cordial, cosmetic but utterly pointless exercise at the behest of Washington as the US and NATO try and control the India-Pakistan proxy war on Afghan soil and convince Pakistan to shift its focus to the Western border. A lot of groundwork had been done to project the gradual normalization of relations between India and Pakistan in the run-up to the foreign minister-level talks.

However, India’s Home Minister GK Pillai’s direct allegation on the eve of the talks that Pakistan’s ISI (Inter-Services Intelligence) was ‘literally controlling and coordinating it (the Mumbai attacks) from the beginning till the end’ – had doomed the latest round of talks even before they commenced.

Pillai Unleashed

The latest outburst by Pillai – who had also recently blamed the unrest in occupied Kashmir on the ISI while absolving the trigger-happy Indian security forces of any blame – was part of a calculated attempt to undermine and pressure the ISI as the rift between it and the CIA continues to grow over Afghanistan.

Pakistan’s ‘democratically elected’ leaders, implanted at Washington and London’s behest, had been all set to play their part in this malarkey as they have done in the past, most noticeably when they attempted (and failed) to clip the ISI’s wings by pushing it under Rehman Malik’s interior ministry in the early days of Zardari’s government.

SM Krishna and Shah Mehmood Qureshi appeared quite relaxed and happy when they broke for lunch around 1300 hrs (Pakistan Standard Time) after the first round of talks. After having painstakingly worked out numerous CBM agreements and cosmetic gestures during Foreign Secretary Nirupama Rao’s visit to Islamabad last month, both Foreign Ministers were set to announce these agreements. A draft joint-statement was also ready in which the Pakistani side had appeared to give more concessions than they got in return – namely more promises to reign in JuD and Hafiz Saeed yet no word of protest on the Indian attempts to implicate the ISI in terrorism or to include Kashmir in talks.

This is when Kayani was forced to step into the picture and hold separate meetings with President Asif Ali Zardari and Prime Minister Yusuf Raza Gilani, making it absolutely clear on the two that Pakistan will not let itself be bullied, and there will be no further talks unless the following issues were included in discussion:

1) India’s human rights abuses in Kashmir
2) India’s covert support to TTP terrorists and Baloch separatists
3) India’s continued attempts to point the finger at Pakistan’s military establishment, as evident by Pillai’s statement

Krishna’s schedule was to leave at 3.20 pm and reach Pakistan Prime Minister Yousuf Raza Gilani’s office to meet him at 3.30 pm. The call on President Asif Ali Zardari was to follow at 5.30 pm at the Presidential palace.

Just 15 minutes prior to his departure, Krishna was informed that the order has been reversed and the call on Zardari will precede.

In the time slot Krishna was to meet Gilani, Kayani met the Prime Minister after having met with Zardari earlier.

According to the official release issued after Kayani’s meetings with Pakistan’s political leadership, the army chief discussed the security situation in the country and operational matters of the army.

However, when the talks resumed after Krishna’s two call-ons, the atmosphere totally changed.

Qureshi’s Switch

The tone and tenor of Qureshi changed at the third and final rounds of the marathon talks. He is said to have demanded on the time frame for settlement of various issues, as well as a resumption of the composite dialogue on Kashmir. He also raised the issue of India’s covert support to terrorists in Pakistan and the role its consulates in Afghanistan are playing in arming and training terrorists from the TTP and various Baloch separatist groups. Finally, Pakistan responded to India’s requests of blocking Hafiz Saeed’s right to speak publicly by telling the Indian contingent to put a leash on India’s official state actors such as Pillai and stop them from making statements that can only further strain the relations between the two nuclear-armed neighbors.

India Caught with its Pants Down

To say that the sudden shift caught the Indian contingent as well as the country’s media and analyst’s off-guard would be an understatement. Heads were scratched and editorials were hurriedly scribbled trying to decipher what prompted the sudden change in Pakistan’s stance, from being apologetic in recent months to the new ‘take it or leave it’ posture which sent alarm bells ringing not just in Delhi but as far as Washington and Langley.

In Qureshi’s defense, he went far and above the call of duty and warned India not to expect him to come over to India for the next round of talks unless India was prepared to actually discuss all unresolved issues including Kashmir, and not use Mumbai as a stalling tactic which it has done successfully for the last couple of years.

With the endgame for US being spelt out in the mountains of Afghanistan, this is the latest signal in the gradual shift of power in the region – one where Pakistan can and will dictate terms as per its own national interest – even if it takes an Army chief to hold the US-backed puppet government to task to protect the national interest, just as when Kayani forced the reversal of the order that would have put the ISI under Rehman Malik’s control almost exactly 2 years ago.

    As long as the Armed Forces are at the helm of affairs,we don’t have to worry.

    But what to do with the people in Islamabad.Zardari,toeing the line of USA,has said that India is not our enemy.That is the mentality in Islamabad.

    They are out to expose Kayani and others as being anti India.They today will sign a transit agreement thru’ Wagah.

    How long our Army can sustain the pressure from inside and outside after having been isolatd?

      Salaam my Brother. Suffice to say this is a servile government, there task is to TAKE orders from their benefactors, NOT MAKE them. Their job is to sit in the corridors of power but yet not govern. Strange isn’t it?

      ALL national and foreign policy is being conducted via Mall Road, Rawalpindi and not Aiwan-e-Sadr or even PM House. FM Qureshi has finally taken a stand and spoken up – bravo.

      Kayani, albeit, is a quiet man but he’s doing his job remarkably well from behind the scenes. An interesting thing: the American hierarchy have tried to soften him up, laud him and applaud him so as to engineer a coup through him as far back as Spring 2009 but APK didnt take the bait – hats off to him. We all know what military dictatorship does to a country and what purpose it really serves. If he was a despot like his predecessor he would have taken over the reigns of government by now but he didnt and this is a massive credit to him AND his total professionlism.

      Inshallah lets hope the military stay out of politics and that this government gets it act together, brings relief to the masses and completes it’s tenure. No one wants to see mid-term elections or any military intervention as that would cause anarchy in the country and I think APK realises this very well, maybe more than others.

      We underestimate the power of three vital tools in any system of any country: The Common Man, the media fraternity and the independant judiciary. ONLY these things can bring a change to our politics, nothing else. Now, more than ever, the populace, especially the youth, middle classes and intelligentsia are realising mistakes of the past and inshallah that can only bode well for Pakistan. Personally, i think as soon as the US leaves Afghanistan we will see a sea of change in Pakistan generally. It is ironic that America portraying itself as an ‘ally’ is actually THE destabilising factor in our region, moreso than India. Only once our policy on the ‘War on Terror’ is reviewed and restructured will we reap the benefits of relinquishing ourselves from this ‘unholy alliance’ – Inshallah.

      I’m not a defeatist but very much a pragmatist and realist. i firmly believe in the pivotal role Pakistan will play in international politics in the VERY near future. There’s no need for us to be negative as now, after a long time, we have cause for real optimism thanks to the likes of Mr.Kayani.

        Very well articulated analysis mera Chotta Bahi. Kayani is a man of vision and I can compliment him by appreciating that he is following the lines of Baba Quaid E Azam who was having few dirty eggs with him and yet our founding father got the land of PURES for us. So we can call Kayani a Chota Quaid in making……………….I wish him well and prays that he must contribute in ensuring ” Kasti e Nou” sailing with dignity and pride……..and may not fall pray to evils design ” Amme”. I always says all individuals have divergent views to handle issues for safe guarding the National Interest of our country. If few members of our leadership have different way to look at issues through narrow prism , then there is also a leadership which is smarter and saner and assist in refining the thoughts of other members by guiding more pragmatically. Fact remains, let the parliament to system continue and Kayani must support and assist the civil leadership to grow and run the country’s affairs.

When would Pakistan’s political leaders wake up to the realization that Bharat has harmed Pakistan on many occasions — occupation of Kashmir and Muslim majority states like Hyderabad, disintegration of East Pakistan through brute inteference, stealing our water, terrorism in Pakistan, interference in Balochistan, and spreading continously lies about Pakistan? Pakistan has taken principled stand with USSR and now NATO vis a vis Afghanistan. Why are the politicians so timid when it comes to Bharat?     i have a question to clearify this very fandamentel ibiugity about the south east region, what is now;

    pakistan,
    bangladash,
    asam and
    hindustan.

    we know muslims created eastern region from nothing and turned into an impire lasting over 1000 centuries of rule.

    now since muslims created and changed and develped whole far-east region then why didnt they changed the name from hindustan to something else, like pakistan or simeler?

    plz answer me. i am always confused as to why those muslim rulers didnt changed its empier’s name to an islamic name to suite muslim’s rules and ownerships of the region as a whole?

      My point of view is, becasue of ‘people’ the name was not changed. Govt. was Muslims but the majority of people, around 80%, were hindus. The name was not changed because,
      1) Muslim rulers were not completely ruling the india, only around 90% of the india. Plus, some of the parts were not centralized (but those parts were also under Muslims with their names).
      2) Muslim rulers didn’t want to change the name and get the rebillions from local.
      3) Hindustan is not anti-Islamic name. You know what it means, a land were Hindu people live. So, there should not be issue to change the name.

      This shows how Muslim rulers were broad minded and took care of non-muslims. Fall of Muslims because of own traitors (power lust) is another issue. But they took car of non-muslims when then ruled.

      Correct me if I am wrong!

    Peopele all over the world cry tears of blood for Democracy. But if this is what Democracy is all about it, then Pakistan is better off without it. It will offend many in this forum, but I am afraid our so called Democratic Leaders haven’t served well to our country & the masses all over the places are left to wonder even the credibility of our country, let alone the legitimacy of our foul-faced, ill-mannered Democratic Leaders. Alaram bell are ringing loud, but we are fast asleep!!!

    Same old stereo type of anylasis by dan qayum.Who so ever is serving coas is most courageous brave may be it is yahaya khan or zia ulhaq,or kiyani rest every politician is corrupt, ghadar and coward.What kiyani has discussed with PM and president no one knows.But rumor mongers and anylasists do not leave any oppertunity to project that our country political leadership and army is divided.Army generals are heroes and politicians are highly corrupt and ghadars.In doing this we totaly forget the we are not serving pakistan but our adverseries must be feeling very happy.I dont know when this mentality of pakistanies will change that only patroits in pakistan are people in uniform.In my opinion most patroit pakistani are those 80% pakistanies who are working in fields,factories,and doing other hards jobs for long working hours and still living below poverty lines.These people have no job security,no medical fecilities no pension,cannot afford to educate thier children do not recieve any componsatation in case of death or disability.Because of thier sacrafises we can afford to have such a big army,which is being provided with unmatchable perks and priviliages.

      I’ll answer that one for you: NONE. No one here is saying that the military is the solution to problems, they are mere defenders of the country and it’s constitution. No one likes to see them in power because it’s not their job – this article is merely praising the Army Chief for taking a stand for Pakistani interests, that’s it. I see nothing wrong with that.

      my take:

      Forget what rumour mongers are saying, they are exactly what their name suggests. Listen to facts and the fact here is that after a very long time the military establishment is throwing it’s full weight behind democracy and supporting it’s pillars even though there is still rampant corruption going on – what else do you want them to do? Our Army Chief is apolotical and has proved this time and time again.

      my take:

      Completely untrue. Only a minority think this, i assure you. Just because there is a military coup and the army intervenes does not mean that every dictator was a patriot – FAR from it! Dictators are despots and a despot lusts for power and authority, they have caused more damage to Pakistan than anyone else and were always tools that America played with.

      I agree with the last few lines and unfortunately that is a reflection of our society. Don’t lose heart my brother for very soon things will change in Pakistan. You have mentioned the poor working classes, the labourers and farmers who toil away – You see how many people love Pakistan? It is these very people that will bring about the change, inshallah. Pakistan is the name of hope and change because we rely on Almighty Allah. Have patience mere bhai, everyone is concerned for Pakistan but first we must correct many social ills prevalent in our ‘chacha-mama’ influenced society and only then will a brighter future await us.     what are americans doing at the jacobabad airport.they have virtually taken over the whole airbase and constructed a colony for american personnel. there are eye witnesses who have reported about tanks rolling out of aeroplanes. this couldnot possibly be taking place without the knowledge of our army. any comments.

      Our very dear commando Musharraf gave.. no sorry… let me use the correct word here, ’surrendered’ the base to the Americans after the events of 9/11 but that’s only half the story! Many of his own Corps Commanders didnt even have knowledge about this as he had made concessions to the Americans without taking his closest aides into coinfidence – he told them AFTER he had made HIS decisions and that’s usually what a dictator does. Sadly this government calls itself the Pakistan People’s Party but yet is pursuing policies of the dictator Musharraf’s regime. This is neither the PPP of ZA Bhutto or BB for that matter, it is a hijacked organisation.

      This man is absolutely abominable and generations will not forgive him for the crimes he has committed. He moves between his homes in London and Dubai like a free bird without a worry in the world.           LOL! I wasn’t talking about AA Zardari, i was referring to Pervez Musharraf. This man was a despot, a dictator, a serial liar and an imposter who only served America and not Pakistan.

          As for AA Zardari, yes my dear and respected brother, you are right. His cabinet is full of thieves who will most likely flee the country once their tenure in government expires in 2013. I know Zardari has a very bad reputation but alot of the allegations in the past were politically motivated and trumped up, even though some were true also. I would like to reserve my judgement on him until after 2013. i don’t want to say much about him now. He has been given a glorious opportunity, the ONE and ONLY chance he will ever get, to rule Pakistan and prove he has Pakistan’s best interests at heart. Let’s see if he is sincere to the $ or to his land. Only time will tell.

    Pakistan’s Nation as of now stands at having no government in the office of Pakistan. The PPP’s coalition government have lost the majority due to fake degree holder’s higher numbers.

    National Assembly have 342 seats at this moment. The federal government requires 172 seats in National Assembly to form a simple majority in National Assembly to run a country.

    Pakistan People’s Party (PPP) has 126 seats

    Mohajir Qaumi Movement Pakistan (MQM) has 25 seats

    Awami National Party (ANP) has 13 seats

    FATA has 12 seats

    Totall = 176

    This figure resulted in PPP in coalition with no overall one party majority to form a government.

    Situation stands as per; National Assembly’s 16 seat holders have been declared the fake degree holders.

    The six fake degree holders are from PPP the current government in coalition. Bringing down figure of 176 seats to 170 seats left in total, which are not enough to form a government due losing its overall majority.

    Current government has actually fallen Constitutionally.

    Current situation requirements;

    Pakistan Election Commission to issue the Decree of next elections.

    Resign/Dissolve of current National Assembly, Cabinet and of the Government

    Vote of Confidence.

    P.S: Though would require further info A/S/A/P from PKKH.
